Deprioritise pet lights to prevent light flickering

When there is a large number of players with pets out, for example at guardians of the rift, the pet lights can cause other more important lights to flicker out of existence

Steps to reproduce the behavior:

1. Go to somewhere theres a lot of pets and lights, such as GotR
2. Stand at either the large or huge remains to the side down the agility climb rocks
3. See flickering on the distant entrance portal or rift portal
