`dev-MC_100km_jra_iaf`: Remove partially complete year 2024 from `datm.streams.xml`

Issue description

When setting up the dev-MC_25km_jra_iaf branch in #737, @aekiss removed the partially complete year 2024 from datm.streams.xml. We should make the same change in the dev-MC_100km_jra_iaf branch.
