Install kueue resources if version is the same or lower

Fixes / Features

• Don't re-install Kueue only if the version already on the cluster is newer, which may indicate that the user has made a custom Kueue installation and we should avoid breaking it, in all other cases re-installing Kueue and its resources should not have any detrimental effect
• This is consistent with the old behavior in kueue.py
