Tell AMEE -> request / sponsor CO2e data for unknown materials

It is likely there will be a long tail of elements for which no CO2e data exists (or for which no data exists in a codified form).

When these elements are identified in a model, there should be a way to tell AMEE about them so that the relevant data can be collected & codified.

4 potential UI locations for a "tell amee" button:

(1) On the AMEE ribbon group - for the currently selected element
(2) On the unmapped material report -> should be possible to submit this whole report to AMEE
(3) On a button for in the properties grid for an element, next to its CO2e value (perhaps where it is zero?)
(4) On a context element
