Lower timestep in one-axis translating effector

Describe the bug
The rotational energy and angular momentum test for linearTranslationOneDOF show cyclical behavior instead of the intended random walk. Lowering the timestep fixes this.

To reproduce
Steps to reproduce the behavior:

1. Run the unit test for linearTranslationOneDOF.
2. Analyze the rotational plots.

Expected behavior
The relative difference should be a random walk instead of cyclical.
