Add `recommended-plugins` extra

Overview

There are some recommended-plugins that the Silverback base image should ship with. These should be selected to be "compatible with the platform", and eventually suggestions through the UI to configure with

Specification

Current plugins that might make sense:

• Hosted RPCs (Alchemy, Infura, Chainstack, Tenderly) & Explorers (Etherscan, Blockscout)
• Cloud Signers (Turnkey, AWS)
• Data providers (Cryo, Subsquid, Allium)
• "Improved DevEx" plugins (ape-ens, ape-tokens, ape-foundry w/ anvil, etc)

Dependencies

Current base image uses Ape's "full" image as it's base (using it's own set of dev-specific recommended-plugins), so need to switch to using ape-slim as base instead
