Commerce plan: Duplicate defunct "Extensions" link under WooCommerce sidebar navigation menu

Context and steps to reproduce

After this recent change to revert Commerce plan sites to the default wp-admin dashboard navigation experience, there is a duplicate "Extensions" link under the "WooCommerce" sidebar navigation menu which does not work. It is not present on Business plan sites with WooCommerce active.

Steps to reproduce:

1. Start with a site with an active Commerce plan.
2. Hover over the WooCommerce sidebar navigation menu. See that there are two "Extensions" sub-menu links:
3. The first leads to /wp-admin/admin.php?page=wc-addons and loads no actual content or settings.
4. The second leads to /wp-admin/admin.php?page=wc-admin&path=%2Fextensions, which works as expected and is consistent with what is present on a Business plan site with WooCommerce active (or a self-hosted site).
