Context and steps to reproduce

From the Sites list:

  1. Click on three-dots next to any Commerce plan site.
  2. Select the "Copy site" option.
  3. Select a site address, upgrade to the Commerce plan and complete checkout.
  4. You will then see a confirmation message as in this screenshot that site is being copied, but the site is not actually copied.

Copy Site feature did not work on a Commerce plan site.
