Add link to terms and conditions and privacy policy in the registration form display

Add an option to the T&C and privacy policy display options in the registration form settings to link the display of the words 'privacy policy' and 'terms and conditions'

Custom field options could include link by default and have option to disable the link, as well as failing gracefully if the user has not yet set the link in the registration form settings.

We already collect the page URLs with settings in the registration form. Next step is to link them from the registration form.

Member also request the option to include the link as a tag in emails sent to users in welcome email especially or a special Admin BCC on registrations.

He also requests that there be a logging system that records the data the user signed up, and this would lead to an option to force users to agree again to these policies if they are updated. Perhaps such a log would be updated on login with a link to Privacy and T&C on the login form itself ie "By Signing in You agree to our (link) T&C and (link)Privacy Policy last updated on mm/dd/yyyy.
