AAD- Enable Intune MDM scope to all users using Powershell

Hello Team,

We are trying to automate intune MDM scope to all users using powershell.
Do we have any Microsoft graph api or powershell to enable below property

AAD-> Mobility -> Microsoft Intune -> Configure

Could you give me more insight description? Describe what function this is, I assume this is the function that service owned. Then I can forward to the team.

1- This setting is under azure active directory.

2- Under manage -> Go to Mobility (MDM and MAM)

3- Click on Microsoft Intune

4- Need to update MDM user scope to all

For updating the above property, do we have any powershell command/ rest api?
