Publish-AzWebApp should support remote URL sources

The -ArchivePath parameter of Publish-AzWebApp requires a local path. By contrast, az webapp deploy has a --src-url parameter that will allow, for example, the app service to pull a zip file from a storage account. This is extremely useful behaviour and it would be very helpful for Az.Websites to have feature parity here.
