In some test cases TenantId is not recorded when required

Description

In the case where "RequestUri" contains "TenantId", TenantId is expected to be recorded in the record mode. However, in TestManager, the field is not recorded. As a result, the tests that using TestManager while require TenantId in Uri are going to fail.

Fix it by either use ResourcesController or add these variables recording in TestManager.
