[Feature]: New-AzFrontDoorCdnOrigin should support Front Door Premium to App Service Private Link Connections

Description of the new feature

The equivalent PowerShell equivalent of this App Service Private Link Connection outlined here https://learn.microsoft.com/en-us/azure/frontdoor/standard-premium/how-to-enable-private-link-web-app-cli does not appear to be available, and that MS page implies that you can only create a front premium private link connection using the Portal or Azure CLI.

I wrote a LOB PowerShell script and had to use Azure CLI for the step to create the Origin with Private Link connection to an Azure App Service Web App, I was able to perform all other steps including creation of the OriginGroup, and Approval of the Private Link connection using PowerShell.
