ALZ-Sync Pipeline Template missing sync command

Hi, from what I can see this pipeline https://github.com/Azure/enterprise-azure-policy-as-code/blob/main/StarterKit/Pipelines/AzureDevOps/alz-sync.yml is just installing EPAC & then committing the changes. It seems to be missing the command "Sync-ALZPolicyFromLibrary -DefinitionsRootFolder .\Definitions -Type ALZ"

This was a contribution from someone else who had written their own process - since it is no longer relevant I'm going to remove it and come up with something else.

@anwather I've already spend some time on this & pimped it up! I just need to test it which I will do in the next week.
I made it into a template also, happy to contribute it once done to save you a task?

@anwather just to let you know I've got this working nicely now :). I plan to put in a PR sometime this week with some other contributions towards pipelines/scripts.
