Export-NonComplianceReports Misses inheritted policy assignments

Describe the bug
When running the command for EPAC-Dev or any lower scope, it only returns policy compliance findings for policy assignments deployed specifically to that level.

So for example if I deployed 100 assignments at the sudo root group and wanted to run "Export-NonComplianceReports" for the lower "Non-Prod" scope, it would not show me the compliance findings even at the Non-Prod scope because the assignments are deployed higher at the sudo root group.

This should be fixed.
