Build-PolicyDocumentation generating issues in CSV Parameter File

EPAC's feature to leverage a CSV for parameters will warn when the CSV file is either missing policies, or has parameters for policies that do not exist in the Assignment.

The issue here is when using 'Build-PolicyDocumentation' to generate that CSV for you, the new CSV generated should be fully correct, but rather is showing warnings of missing parameters and policies that are not part of the policy set.

To Reproduce

1. Deploy Microsoft Cloud Security Benchmark
2. Run 'Build-PolicyDocumentation' to generate CSV parameters for the Microsoft Cloud Security Benchmark
3. Use the parameters in the assignment template
4. View warnings

Expected behavior
0 warnings as this should be fully updated and correct of what the current policies and parameters are for an assignment.

This is caused by outdated Azure Policy assignments using old versions of Policy Definitions.

If you create a new policy csv based on the current policy set, and the definitions within that policy set differ from your live yet outdated assignment, you get an error.
