We need to update the tests here to use azure regions microsoft-authentication-library-for-dotnet/tests/Microsoft.Identity.Test.Integration.netcore/HeadlessTests/FmiIntegrationTests.cs at main · AzureAD/microsoft-authentication-library-for-dotnet

Specifically "WithAzureRegion("westus3")"

and update the extra query parameter to use "ESTSR-PUB-WUS-LZ1-TEST"
