Add BIDs

Jessica requested that the BID shapefile be added to the boundary map.

This will require:

• Putting the BID shapefile in Carto

and adapting the current code to:

• Query Carto to select the geom and ids of each BID
• Style the layer
• Add the layer to the map
• Add a label and toggle buttons to the left sidebar to turn off and on the layer
• Add a function in main.js to turn off and on the layer
• Add BIDs to the left sidebar dropdown for querying overlapping districts
• Report overlapping BIDs when users query overlapping districts or search for a location
• Add an icon for BIDs to the right sidebar
