[Feature request] Allow live-managed datasets to upload to the occurrenceID field

In full text file upload, live-managed datasets currently cannot upload to the occurrenceID field, but there are cases in which this is appropriate (e.g., initial upload, or bringing in a dataset from an adopted herbarium).
