[FEAT] Pattern Selector suggestions

1. The pattern selector is always on screen even though it's only used for two levels.
2. It's confusing to have the button to change patterns be L while the cursor says B

1. Hide the entire text when in a level that doesn't support Pattern Selector and/or Only display pattern selector on the pause screen; hiding it while unpaused
2. Change the cursor to ★ instead of Ⓑ

For (1), it is easy to implement, but it takes extra 24 bytes to check if the current level is PV1 or PV4. Since we are running out of space recently, I'm not sure if it's worth it. As for hiding the text while unpaused, it might be possible to implement without increasing the code size by drawing the text in pause menu instead, but in my opinion it would be more convenient to see the current pattern and change the pattern directly without pausing when practising in PV1/PV4.

For (2), it is possible to change the cursor from Ⓑ (# internally) to ★ with only 3 extra bytes (which may round down to 0 depending on the length of the label) in NTSC-J, but it seems that the ★ character does not exist in other version (at least in PAL).
