Use Case Background
In addition to certificates, licenses, and endorsements, Michigan has other types of credentials for educational staff. Specifically:
- Permits - used for substitute teachers, substitute administrators, substitute social workers, etc.
- Authorizations - used to identify if a person is qualifies for to teach a CTE class based on their experience in that industry and/or an industry-recognized credential.
- Approvals - used to grant a person permission to perform a specific type of work in special education.
CEDS has an element called 'Credential Type' (000071) but the option set does not have anything that fits what Michigan's needs for permits, authorizations, or approvals. Each of these credential types have very different legal requirements associated with them, so Michigan has a need to be able to differentiate between them.
Additionally, when a person is awarded multiple permits of the same type (but for different entities), all the individual permits get grouped under one umbrella credential number. This one umbrella credential number can be entered into the public credential search to see all of the individual permits for specific entities that a person has. While CEDS does have a way to group together endorsements to fit under a certificate or license, it does not have a way to group together similar level credentials in a group.
