NEW ELEMENT: Professional Credential Type

Use Case Description
Teaching Credential Type (000278) holds modifiers that describe the type of credential that a teacher has in greater detail, we propose adding an element for 'Professional Credential Type' that will hold modifiers for other credentials (like administrators, social workers, psychologists, etc.).

New Element Name: Professional Credential Type
New Element Definition: A designation of the type (or level) of legal document giving authorization to perform a professional service.
New Element Format: Option Set
New Element Technical Name: ProfessionalCredentialType
New Element Usage Note: This element is used with non-teaching credentials (nurses, counselors, admin, social workers, transition coordinators, etc.)  For teaching credentials, use Teaching Credential Type (000278)

Use Case Background
CEDS has an element for Teaching Credential Type (000278) which holds modifiers that describe the type of credential that a teacher has in greater detail – is their certificate Regular? Professional? Temporary? etc. However, in Michigan, we have credentials for more than just teachers – we have specific certificates and permits for administrators, school counselors, social workers, psychologist and nurses. And we need an element to hold modifiers for those credentials as well.

Two years ago, Michigan filed a series of use cases to create credential elements for specific professions (#608, #609, #610, #611, #612). In the intervening years, the CEDS model has matured and now has elements that will allow us to categorize credentials by profession. So the only gap that remains is to be able to capture the modifiers for those professions (regular, professional, temporary, etc.) This one use case replaces the previous five by storing all the common modifiers in a single option set for Professional Credential Type.
