Use Case Description
Add a Credential Award Identifier and Credential Award Identification System so that organizations have a way to assign unique internal identifiers to each credential (or pieces of a credential).

Use Case Background
The public-facing number for a certificate can be stored in the CEDS element 'Professional Certificate or License Number' (001429), but there is no CEDS element to hold an internal identifier for the award of a credential or for the pieces of a credential.
For example, let’s say a teacher has a credential that allows her to teach math for grades 6-12 and ESL for grades K-12. In Michigan, that public-facing credential would be made up of three parts: the teaching certificate, the 6-12 math endorsement, and the K-12 ESL endorsement. It’s possible that all three parts were not earned at the same time – the teacher might initially have a certificate with a math endorsement and then a year later add an ESL endorsement. Michigan has a need to be able to internally identify each individual award of an endorsement or certificate separately from the overall public-facing ‘Professional Certificate or License Number' (001429).
