Use Case Background
The Michigan Department of Education issues educator credentials, however Educator Preparation Providers (EPP) are responsible for recommending candidates for certification based on whether the candidate has fulfilled various requirements (course work, student teaching, etc.). Michigan has a need to store the data of which EPP recommended a candidate be awards a specific credential.
While CEDS has a space to store who issued the credential, it does not necessarily have a location to store which organization recommended that the credential be issued to this specific person.
This element would hold a foreign key (in the IDS) or an IRI (in Ontology) that points to the organization that recommended this person for this specific credential.
