Use Case Title
Add Record Start/End DateTime to DataCollection table.
Use Case Overview
Add Record Start Date Time (001917) and Record End Date Time (001918) to the DataCollection table in the IDS.
Use Case Background
The DataCollection table in the CEDS IDS is missing the fields for Record Start Date Time and Record End Date Time. These are already existing elements that we can use to identify when a record is created, and -- later, if it is modified -- when to close the old version of the record. Even though records in the DataCollection table are not often modified, it is possible for it to happen (for example, a severe ice storm forcing the Data Collection Close Date to be extended).
