Unable to choose layer ranges with two or more datasets

Describe the bug
For 3D datasets, the layer ranges can be selected by clicking "Use Layer Range" and changing the Min and Max values in the Layers panel. It works fie with only one dataset, but when two or more datasets are loaded, once the "Use Layer Range" is checked and click the second dataset, the options are disabled and no more selections or deselect the "Use Layer Range" is allowed.

To Reproduce
Steps to reproduce the behavior:

1. Use the two files in the following directory: /work/MOD3DEV/dkj/Verdi/example_files
2. verdi -f $cwd/CCTM_CONC_133_P7p25Wst95_20180701.nc -f $cwd/CCTM_CONC_O3_133_P7p25Wst95_20180701.nc
3. When the second dataset is highlighted and the "Use Layer Range" is checked and select Max value as 1 (see top figure below).
4. Then move to highlight the first dataset, the "Use Layer Range" and the value boxes are automatically disabled and from that time on, no further actions are allowed to change layer ranges.

Expected behavior
Even with change of datasets, the layer ranges should be allowed to change back and forth.

Following up the above issue, the "N/A" in the "Use Time Range" panel after the Min and Max boxes doesn't make sense to me.

The 20250722 built has fixed the layer range problem, but the N/A marks are still there in the "Use Time Range" panel. Please remove it. See above figure in the red circle.

Tested with VERDI_2.1.6_linux64_20250725.tar.gz on Atmos, confirmed that this issue has mostly resolved. But I noticed a related minor issue described as below:

When two datasets were loaded and the "Use Layer Range" for dataset 2 was checked. The tile plot was not updated when I switched from "layer_mean" to "layer_sum" in the "Stats" dropdown menu (but the title, color legend, footer text were all updated).

The actual tile plot for "layer_sum" (when one dataset is loaded) looked like this:

Hi all,

It turned out that the above minor issue was a false alarm. The tile plots visually looked unchanged because the values were somewhat linearly correlated between "layer mean" and "layer sum". I tried to "probe" and manually changed color map configuration and found that the tile plot was updated correctly.

While testing the layer issue, I found a minor problem associated with it. The fix works well at the "Datasets" panel, but after I selected the "Formulas" panel, and try to add a formula, say I want to convert ppm to ppb for better visualization. The "Layers" panel is disabled and attached N/A in the parentheses. I could go back to the "Datasets" panel to change the layers and can still make the tile plot for the formulated variable at the desired layer. But it would be nice to enable the layer range selection at the "Formulas" panel. Or if it were disabled completely, the "Use Layer Range" panel has no reason to exist. If it can be done quickly, I would like it to be turned on for the "Formulas" panel.
