Provide JSON config file of known IP addresses for Route 53 health checks

See this ServerFault post. It's a valid use case; mod_aws might make this easier by including a config file (JSON) with those CIDR ranges, along with an option to configure the SGs with those CIDRs, depending on the instance's region, automagically.
