Chat Message Container Is Broken

Describe your issue

The chat message container has two elements: the input box and the emote button. Ideally, they should be side-by-side - however, they seem to be "split vertically" into two sections. The upper section contains the input box and the lower section contains the emote button.

This makes both the actionable elements smaller and less clickable. Most notably, the typed chat message is smaller and less readable.

I've included a screenshot from the official change log itself to illustrate my point and to confirm that it's a version-independent issue.
