TF provider 0.6.1 fails to apply changes to feature template when it's attached to the device

If we are using TF provider 0.6.1, when you change a parameter in the feature template that is assigned to a device, the change push shows successful, but on next TF apply we see changes were not apply and TF tries to do them again. This ends up in an infinite loop. Workaround is to downgrade the provider from 0.6.1 to 0.6.0.
