Create docker image to handle prerendering #2

A setback here is that the buildtime for the image is pretty high due to the libraries needed for Puppeteer. Since it is only Chromium supported and not other browsers, I would say we should move away from it in the long term. In the short term, this image can ONLY be used for production build because it would take tests almost half an hour to run and slow down our pipeline
