[FEATURE] Add tag descriptions #444

Describe your suggested improvement
Add a description field in resource_tags.yml to make it clearer what the purpose of each tag is. This will make it easier for new users to add new resources. If/how this should be surfaced in the website is open for discussion (though I'm also happy for this to just act as documentation for the codebase for the timebeing).
