[Manager] Upstream ComfyUI-Manager #3367

This PR migrates the Manager menu items into the topbar menu.

Implementation Details

Manager will be a direct dependency of ComfyUI
Manager BE code will be essentially unmodified, except that all routes will be prefixed with v2 or similar (to not interfere with users who still have the manager custom node)
The old buttons used to open the Manager menus will be removed in all cases, as they will be made redundant by this PR

Beta Phase

During the beta of the new Manager UI:

Manager FE code will be enabled initially and the old manager UI will be the default
The new Manager UI will be useable through an alternative menu item or by enabling opt-in setting (needs discussion)
If the new UI has a bug, the old UI will be available as a fallback (needs discussion)

Feature Migration Details

Once the new UI has reached a stable state, the old manager FE will be disabled by default, but still available behind a setting. At that point, there should be no need for the old Manager Menu interface, as all features will have been migrated:

Manager Features Migrated Now: Custom node management, custom node cache/db, restart, and nodes info are migrated via the new UI. Docs feature is already available in the Help menu. Model unloading and preview method adjust are migrated in form of new FE commands.
Manager Features Migrated in Future Updates: Snapshots (Comfy project file), components (Subgraph), sharing, model library and download (Model Management Rework), News Board (changelog notifications) are all to be replaced in coming weeks with new core features
Manager Features Left Behind: Updating and switching versions of ComfyUI

The above migrations should be nearing completion in 3-4 weeks time.

I haven't been following the development of this, but is there a reason you didn't go for a sidebar button with a resizable panel? ala the vscode extensions button? Adding more buttons to the vertical bar takes away space for open workflow tabs.

I also haven't followed this closely, but this design seems to work better for larger ( multi line ) text descriptions.
Comfy UI custom nodes would be less known ( and have less recognizable icons ), than VS Code extensions, so the text description it's more important.

Would you like for us to also migrate the update ComfyUI feature, at least in the beginning beta phase? WDYT @ltdrdata? There are some technical limitations involved.

After feedback from design and implementation discussion with @ltdrdata, have made changes:

Legacy manager will not be available via a second menu item. Instead, user can startup ComfyUI with --enable-manager-legacy-ui, which will change the menu item to open the legacy UI.
Add menu items for opening manager directly on missing packs and packs with updates available.
