[BUMP] reqwest crate needs to be updated to 0.12.x #10
Description
cosmian_http_client is imported in findex_server. In order to upgrade reqwest in the latter, it needs to be updated here too.
As this is non blocking, I will do it on a separate PR for each of those two repositories
