Add To Be Continuous tools

This PR adds 3 tools:

• A GitLab CI template to merge SBOMs and publish them to Dependency-Track
• A CLI tool used in previous templates
• Integration of SBOM generation jobs in all of our templates (Java, Node, Python, Docker and many more...)

I'm not sure they are all worth being listed
So it is open to discussion 😊

we've changed how the tools.json is managed.
since now, each tool has its own json file in https://github.com/CycloneDX/tool-center/tree/main/tools
please revert your changes to tools.json, and add a dedicated fiele in the tools folder.
