Revise documentation for new cms

• document the new cms - for both content creators and the editorial team.
  • documentation pages can be created and edited here
  • the sort order of documentation pages can be adjusted here
• update github issue template.
• adapt legal notice text - we no longer use google analytics. also, matomo analytics does not set any tracking cookies.
• document the metadata api endpoints (i.e. mention api documentation at /api-docs)
• add description help text to cms fields where it makes sense
• document metadata (schema.org, zotero, ...)

Hi @stefanprobst - I've been trying to think of how to answer this, but I think the best update here is that I drafted up a legal notice and emailed the relevant people for feedback, but I think it must have got lost in all the other work and dropped way down everyone's priority list. I will dig it out to see where it landed, and prod the relevant people again. :)
