Make addition of domains optional in creation tools #113
Description
All domain values added to geodatabases in the Create Database or A La Carte GeMS tools, with the exception of GeoMaterials, are suggested only and are not required by GeMS compliance rules. Other values can be used in those fields as long as they are defined in Glossary. While domains that have been written to a gdb can be disconnected from fields and deleted manually in Catalog, it could be useful to some to not even create them in the first place. There could be an option in the creation tools to not add the GeMS-suggested domains.
