[Release] Bumped datadog_checks_base version to 37.16.0

What does this PR do?

Release datadog_checks_base to be able to bump version after the update on tls ciphers #20179.

Motivation

After the modification on the TLS ciphers, minimum base check pipeline is failing because many of the tests rely on mocking the underlying behavior of the base package. Since it changed, mocks fail and we need to bump it to ensure integrations are still testeable.
