Fields not showing up in charting interface that should

Certain fields are being excluded from the chart options that shouldn't be. This is happening in a couple examples. There's likely an issue with some of the rules being applied to detect categorical variables and determine summable columns.

Text categories missing on the 311 dataset for request type and a couple of others. These have larger numbers of groups, but this should still show up.
