Translate SQL script to `CompiledPlan` JSON without execution

This functionality may be useful, but IMO it overlaps with a slightly different thing, which would be to, even if we run SQL scripts, create a CompiledPlan from the, and pass the plan to Flink. We might want to make it an opt-in/opt-out thing, but I do not see any harm doing it at first thought.
