NEW When creating a ticket from backend with linked files, send files as mail attachment to notification emails.
When creating a ticket from the backend, the ticket message is sent without the hypothetical attached files.
Going to the backend or public interface may be cumbersome for the notified users, specifically the customer.
Having the files attached to the email is a nice UX enhancement.

The two PR mentioned above should be merged before.
