Update pulumi provider to same as Terraform (v1.16.0)

The terraform provider for doppler is currently on [v1.16.0](https://github.com/DopplerHQ/terraform-provider-doppler/releases/tag/v1.16.0) with new features like AWS sync strategy and new integrations. I'm hoping we can also get those in the Pulumi provider in a new release
