Merge branch 'jonbob/testing/move-tf-tests' (PR #7395)

Move MALI TF tests from the ocn/ice stealth suite to landice_developer

The 3d thermal forcing between MALI and mpas-ocean is on by default when
both components are in a configuration, so these tests should be part of
the landice_developer suite instead of the ocn/ice stealth testing.
