This lets - SMS_Lh4.ne4_ne4.F2010-SCREAMv1.eamxx-output-preset-1 - SMS_Lh4.ne4pg2_ne4pg2.F2010-SCREAMv1.eamxx-output-preset-1--eamxx-prod build and run on Aurora cpus.
This fixes missing inputdata for - ERP_Ln9.ne4pg2_oQU480.WCYCL20TRNS-MMF1.allactive-mmf_fixed_subcycle

@whannah1, this just adds full path to oxid_1.9x2.5_L26_1850-2015_c20181106.nc to avoid missing input-data errors.

Fix some integration tests on Aurora cpus: - SMS_Lh4.ne4_ne4.F2010-SCREAMv1.eamxx-output-preset-1 - SMS_Lh4.ne4pg2_ne4pg2.F2010-SCREAMv1.eamxx-output-preset-1--eamxx-prod - ERP_Ln9.ne4pg2_oQU480.WCYCL20TRNS-MMF1.allactive-mmf_fixed_subcycle by fixing an input-data path and adjusting compiler flags for CPU builds. [BFB]
24x1 also runs on both, but 96x1 has an issue on GPUs.
