Add support for testing

Overhaul harvesting to use default dates of "1980-01-01T00:00:00Z" to "NOW". YAML configs will contain testing start/end dates which will be used in place of default dates when `run_pipeline.py` is executed with `--testing` argument. Will disable "clearing Solr" when in testing mode.
