missing v4r5 docs and links

User asked me recently where they could download the forcing for v4r5 from. I cannot find this information here. Do we have this on a public facing server somewhere?

Other things seem missing in the repo :

• README for directions to rerun v4r5
• a link to our synopsis doc for v4r5

Gael, these files are not yet public facing. a user could get access to the v4r5 forcing from Ou if they have an account on NAS.
