ERI restart test failure for FatesColdSatPhenCamLndTuningMode

This issue comes in with #3051

ERI_D_Ld9.f45_f45_mg37.I2000Clm60FatesSpCruRsGs.derecho_gnu.clm-FatesColdSatPhenCamLndTuningMode.C.0921-123413de_gnu does not pass its restart test.

The error generated is:

RMS FATES_NIR_RAD_ERROR 5.3545E+33 NORMALIZED 1.5978E-02

Although, there is a good chance this will be fixed in FATES 1397
