Move compiled binaries from distribution mirrors to a Conda channel

In an effort to deprecate the distribution mirrors, we are going to try to move the remaining files that get fetched from the mirrors to a Conda channel.  

Charles is doing something similar with CDAT so I am going to meet with him for guidance.
