What does this PR do?

Add resource(s), improve IDE and text editors (EN) section

For resources

Description

  • New Book : Visual Studio Code - The Essentials
    • "This book is currently a public preview. We are actively working on improving the content and adding more chapters." -- associated github page

    • so it's a "in-progress" book.
  • fix dead link for "A Byte of Vim", adding missing authors, author full name
  • 'Visual Studio 2019 Succinctly' : 'HTML' > 'online' for listing formats
  • citing license and formats for various vim books (see commits title)
  • book title: "The Craft of Text Editing or A Cookbook for an Emacs" < "The Craft of Text Editing or Emacs for the Modern World"
    • the website front page title got updated but not the downloadable formats (e.g PDF), as far as i know.
  • Learn Vim (the Smart Way): removing the "in-process" notation, not mentioned in the linking page.

How do we know it's really free?

thank you for reminding me. Does the "Visual Studio .NET Tips and Tricks" and "Visual Studio 2019 Succinctly" books should be remove ? They require a registration.
