Document Query Advisor settings in database_administration/01_configuration_parameters for EPAS 16+

Summary

The index advisor was removed in EPAS 16. This has been removed from the docs (last references on PR #6990 )

The Query Advisor took over its features, and improved on them. Its configuration parameters should be documented.

Rationale

The Query Advisor is a tool that is used by the customers, and is currently not documented.

That PR removes references of Index Advisor.
This issue is about adding documentation of the Query Advisor, which is is a feature that replaced the Index Advisor.
From what I see, the docs still need to add Query Advisor documentation. But doing that is more work than I had time to do, so adding the docs of Query Advisor is still pending.
