Follow-up to #1323
Closes Apollo 1477
During verification, it was found that the set of candidates is re-fetched and re-appended if the user drills into one candidate, and then backs out to the candidates list. These changes also stop the content unavailable view from briefly flashing between paging iterations.
The test data used for #1323 is also applicable here.
